Restore Integrity and Accountability to Government - 2006

  1. Strengthen Missouri's ethics laws regarding lobbyist activities and campaign finance (HB 2149)
       Sponsor: Rep. Jeff Harris
    • Prohibit employees of the General Assembly and elected statewide officers from receiving compensation for work on political campaigns of party attributed activities.
    • Prohibit appointed officials to any office requiring Senate approval from making contributions to, holding office in political parties, or taking any part in political campaigns.
    • Prohibit members of the General Assembly from receiving any single gift valued at more than $50, or gifts totaling $100 in a single calendar year from a lobbyist or the lobbyist's principal client.
    • Require statewide elected officials to file reports when provided with private airplane flights.
    • Prohibit lobbyists from paying for a member of the General Assembly's out-of-state travel expenses.
    • Require lobbyists to disclose new contract income, the amount of total expenditures on individual members of the General Assembly.
    • Add certain employees of the General Assembly to the list of those required to file financial interest statements, including a designated employee of the Speaker of the House, the President Pro Tem of the Senate, the Speaker Pro Tem of the House, the Majority and Minority Floor Leaders of the House and Senate, and of the Assistant Majority and Assistant Minority Floor Leaders of the House and Senate.
    • Prohibit legislative and senatorial district committees from contributing to candidates for any statewide office.
    • Impose limits on contributions to legislative district committees to $250 per person per year and on senatorial district committees to $500 per person per year.
    • Prohibit any candidate for statewide office from receiving contributions while the General Assembly is in session.
    • Standardize the contribution limit and disclosure report filing times.
    • Expand the crime of bribery to include certain activities involving candidates for public office, members of political campaign committees, members of political party committees, and members of legislative caucuses.
  2. Ban all fundraising during the legislative session (HA1 HA2 HB 1499)

  3. Create the Gubernatorial Appointments Integrity Act (HB 1486)
       Sponsor: Rep. Beth Low
    • Hold appointed state officials subject to Senate confirmation to the same restrictions on fund-raising and political activity that currently apply to state judges.
    • Require appointees to disclose all political contributions made during the previous two election cycles.
  4. Require lobbyists to disclose the amount of their contracts (HB 1513)

  5. Require competitive bidding for MO driver’s license fee offices (HB 1336)
       Sponsor: Rep. Wayne Henke
    • Provide preference to non-profit groups, such as local school foundations.
  6. Stiffen campaign finance regulations for specific legislative committees (HB 1405)
       Sponsor: Rep. Clint Zweifel
    • Establish campaign finance regulations for leadership office committees of the General Assembly.
  7. Ensure accuracy of governmental appropriations (HB 2085)
       Sponsor: Rep. Clint Zweifel
    • Establish the Missouri Government Accountability Office to be overseen by the State Auditor.
    • The Missouri GAO will ensure fiscal notes for bills are accurate and that appropriated funding is allocated properly.
