Improve Our Schools - 2006

  1. Create the Twenty First Century Scholars Program (HB 1643) and (HB 1675)
       Sponsors: Rep. Rachel Storch and Rep. Jeff Harris
    • Requires students to pledge not to use alcohol or drugs – breaking pledge will result in loss of eligibility
    • Open to low-income students that maintain a minimum 2.0 GPA
    • Covers the remaining tuition costs after scholarships are exhausted
  2. Maintain existing gifted education programs (HB 1846),(HB 2059) and (HB 1834)

  3. Exempt state tax on motor fuel for school buses (HB 1410)
       Sponsor: Rep. Bruce Darrough
    • Bill provides an exemption for motor fuel used in school buses anytime when buses are used to transport students for educational purposes.
  4. Eliminate sales tax on vehicles made or assembled in Missouri (HB 1249)
       Sponsor: Rep. Michael Spreng
  5. Increase access to school transportation (HB 1180)
       Sponsor: Rep. Michael Corcoran
    • If unsafe traffic conditions exist and can be proven, specified school districts would be able to provide transportation to students who live less than one mile from a school and be reimbursed by the state.
  6. Prohibit school bullying (HB 1502)
       Sponsor: Rep.

    • This bill prohibits school employees, volunteers, or students from bullying a student while on school property, at school functions, or on a school bus.
  8. Provide a tax credit for school beautification (HB 1778)
       Sponsor: John Bowman
    • This bill would authorize an income tax credit for school upkeep and beautification projects.
  9. Provide an income tax deduction for tuition (HB 1820)
       Sponsor: Jeff Harris
    • This bill would authorizes an income tax deduction for tuition paid to any Missouri public institution of higher education.
  10. Require certification of school food service directors (HB 1829)
       Sponsor: Joe Aull
    • This bill requires food service directors and menu planners to obtain school food service and nutrition specialist credentials within two years of their appointment.
  11. Modify the proration factor for the foundation formula (HB 1847)
       Sponsor: Joe Aull
  12. Establish the Missouri Teacher Certification Incentive Program (HB 1932)
       Sponsor: Amber Boykins
    • This bill assists non-certified instructional employees to become certified teachers.
  13. Adequately calculate the state adequacy target for education (HB 2032)
       Sponsor: Joe Aull
    • This bill creates an alternative way to calculate the state adequacy target for school funding.
  14. Create desirable class sizes (HB 2065)
       Sponsor: Jeanette Mott Oxford
    • This bill would establish desirable class sizes than currently exist in administrative rules for the City of St. Louis School District and districts in St. Louis County.
  15. Offer alternative education in all Missouri schools (HB 2145)
       Sponsor: Craig Bland
    • This bill would require one percent of appropriations for school aid be distributed by the Department of Elementary and Secondary Education in order to establish alternative education programs.
  16. Establishes the Parents, Tutors, and Volunteers (PTV) Program (HB 1871)
       Sponsor: Amber Boykins
    • This bill establishes the PTV Program to encourage adults to volunteer in schools.
